The decree rules

Schedules, premiums and obligations of the Montreal region

Every rule in the decree fires from the shifts actually clocked, building by building, with no manual setup at month end.

Working time

Standard week, premiums and bonuses

The work class and the hours clocked determine the applicable rate: the engine applies them shift by shift.

40-hour standard week

The decree sets a 40-hour standard week. Hours beyond it are paid at a premium, no matter how many buildings were serviced during the week.

50 % premium beyond 40 hours

Overtime is paid at 150 % of the hourly wage actually paid, with hourly-based premiums excluded from the overtime calculation.

Classes A, B and C at the right rate

Heavy work, light work and work at heights each carry their own minimum rate. An employee who changes class within the same week is paid the rate of each shift, not an average.

Night premium, breaks and team lead premium

Premium for hours worked between midnight and 8 a.m., 2 paid 15-minute rest periods per 7-hour work period, and a minimum 2 % premium for the employee training and supervising at least 4 employees.

Obligations to the committee

Monthly report, contributions and inspection evidence

The Montreal joint committee receives your reports and sends inspectors to verify what actually happens in your buildings.

Monthly .rma/.edi report

2.44 % sick-leave bank

The credit accrues on every pay, capped at 60 % of the hours paid over the last 4 weeks. The October 31 balance review and the excess payable by December 10 are flagged automatically.

Frequently asked questions

Your questions about the Montreal region decree

Answers to the most common questions from Greater Montreal cleaning contractors.

How do I know whether my buildings fall under the Montreal decree or the Quebec City one?

The building's territory decides, not your head office address. The municipalities listed in Schedule I of the Montreal region decree fall under CPEEP Montreal; the rest of Quebec's territory falls under the Quebec City region decree. In Clic Horaire, each project or building carries its own coverage, so the same employee can be paid under the right decree depending on the building clocked.

How is overtime paid under this decree?

Hours worked beyond the 40-hour standard week carry a 50 % premium, that is 150 % of the hourly wage actually paid to the employee, with premiums set on an hourly basis excluded from the overtime calculation.

Source: The decree, CPEEP
How are classes A, B and C handled?

Class A covers heavy work, class B light work in accessible areas, and class C window washing at heights requiring scaffolding or a harness. Each class has its own minimum rate. Clic Horaire ties the class to the shift clocked: an employee stripping floors on Monday and doing light maintenance on Tuesday is paid the right rate each day.

Is the committee's monthly report generated automatically?

Yes. All accumulated hours, premiums and bonuses are exported as an .rma file, ready to be encrypted into the .edi format provided by the committee, with the 0.5 % (employer) and 0.5 % (employee) contributions calculated from the same data.

What happens if a committee inspector shows up?

Geolocated clock-ins prove actual presence in each building, and the forensic audit trail keeps an unalterable history of every schedule or pre-payroll change. You produce the register required by the decree in one click, with nothing to reconstruct after the fact.
